The 39th Information Operations Squadron (IOS), based at Hurlburt Field, Florida, serves as the U.S. Air Force’s (USAF) premier unit for formal information operations and cyber training. As a key qualification and advanced instruction provider, the 39th IOS equips cyber warfare professionals across all Air Force major commands with the mission-critical skills necessary to defend and advance national security objectives in the digital domain.

In an era where digital dominance is essential to national defense, the Department of Defense requires a cyber force that can rapidly adapt to emerging threats. Yet, the squadron’s existing classroom-based training program presented significant limitations. The traditional delivery model lacked interactivity and real-world application, hindering learner engagement and delaying operational readiness. The cost of travel and instructor-led sessions further compounded inefficiencies, while the absence of a scalable platform restricted accessibility for a growing and geographically dispersed cyber workforce.

To meet the evolving demands of cyber warfare training, ELB Learning partnered with cyber operations experts to deliver a cutting-edge learning solution that prepares today’s cyber professionals for tomorrow’s challenges.

To transform the 39th IOS training model into a future-ready solution, ELB Learning collaborated closely with cyber operations experts, including active duty personnel, civilians, and contractors with deep expertise in cyber warfare, electronic warfare, and influence operations. Together, we architected a scalable, advanced distributed learning (ADL) strategy designed to optimize learner engagement, performance, and mission alignment.

The solution centered on four key pillars: training delivery modernization, content consistency, solution sustainability, and operational scalability. ELB Learning developed more than 50 immersive eLearning modules featuring interactive, cognitive-based exercises that deliver real-time feedback. These modules emulate complex, real-world cyber scenarios, enabling learners to validate and apply critical knowledge in a low-risk, high-fidelity environment.

By incorporating simulation-based activities, strategic feedback loops, and knowledge checks, the program ensures learners not only understand but also internalize multifaceted cybersecurity concepts. Where required, learners engage in deeper, instructor-led follow-ups to reinforce comprehension on nuanced topics, retaining the benefits of traditional instruction while leveraging the scalability and flexibility of a digital environment.
